25+ years of Information Technology experience with the bulk of it being directly involved in the cyber-security of our nation’s most valuable assets, has taught me that no network or system is risk free of an attack. It is not a matter of if you will be hacked, but a matter of when. So the question to ask is, “Are you defending the right data?” It’s all about triage.
I have spent almost my entire adult life looking to answer that question. While I am a credentialed CISSP, have been fortunate to have gone through the NSA’s cyber core training, and have had the privilege of learning from some of the world’s most elite cyber-warriors, I have come to believe that no amount of training or experience can prepare you for every contingency. 18 years of defending US Military, Intelligence, and Law Enforcement IT systems, has given me a broad view of the problems both external and internal to an organization that can impact the success of a cyber-security program.
Success in defending a network or system requires considering the available technology, skill level of the defenders, training of personnel, ability to develop and maintain processes, and the will of those in authority to make the necessary risk decisions and policy changes. It’s a tough game of ever changing technology, personnel, budgets, and yes, even politics.
